Anyone may ask; nobody gets in by default. An administrator approves each account before it can sign in.
At least 12 characters. Length beats symbols -- a passphrase is stronger and easier to remember than P@ssw0rd1.
A bare email address tells the administrator nothing. A sentence helps them approve you.
